What if it isn't static, should I let it as a "Wrb Service" or should I use another method?

I get a problem, that node version is way too old. I have defined in package.json, but somehow it do not work (for Heroku, is no problem)

Hey i have to static sites that im trying to host there.but they only serve when they are on root url. When i change url to some other thing they dont serve. Is there solution for that?? And i never changed the output direftory too
