Well, these groups have a willing base of supporters in the federal bureaucracy. I worked for 40 years for a federal agency in D.C. I would say that no less than 90% of my colleagues were Democrats. And that is a conservative estimate. By no means were all or even most of them activists but they surely were oriented to think of the Democrats as "the good guys" and reflexively support their candidates, office holders, and agendas.
