Everyone understands employee policies and procedures which can easily provided, just as we all know Washington State is "at will" employment. Can everyone else get a paid vacation as well?

I'd love to hear about a PD who isn't shady, but I won't hold my breath. The ONLY way to weed out the liars, cheats, bullies, etc. is for decent, honest people working with them to call them out LOUD AND CLEAR....NOW!
