While I know this is just a sketch, but I'd like to point out that, in the Adventures manga, Team Rocket DOES try to kill the protagonists directly, multiple times. And they don't follow the rules of battle either. They release as many pokemon as they feel like, and liberally use whatever moves they want on whatever target they want, be they the protagonists, , their pokemon or even the area around them (like if they want to crumble the building atop someone's head for example). And all their opponents respond in kind. Non sanctioned battles in the Adventures manga are really just free-for-alls.

This is basically how team rocket is in the Manga. Surge straight up electrocuted and almost drowned red that one time. And then Red got frozen after getting jumped by the Elite 4
