Here I cover how change the boot order on the Surface Pro 4 in order to boot from an operating system on a USB thumb drive.

Essentially the steps are to shutdown the Surface, plug in your bootable USB media, hold the volume-up button and then press the power button once while still holding the volume-up button. Keep holding the volume-up button until the Surface UEFI screen displays. From here select Boot Configuration and drag USB storage to the top, select Exit and then select Restart Now. You should now boot from the attached USB device.

Booting is not a problem, the question is how to have touch screen or keyboard working if you install Windows...

Had a surface pro 4 at work I needed to re-image, could not get it to boot for some reason, suspecting maybe an older BIOS to blame as the boot order was set correct, but my BIOS looked older, all text based not the pretty screens he has there. BUT ultimately I was able to use a little Windows 10 trick to get it to boot to USB, I held shift while hitting restart from the start menu power off options. Not sure if this worked this way in 8 or 8.1, but if you can figure out a way to boot to the Windows recovery option (8/8.1/10 recovery options) I chose to troubleshoot and then boot to USB option and that actually worked for me.
