From what I'm getting from the story Withered Foxy collected all other Foxy's souls and one by one placed it with his own soul.

Doing so as it during the video he gained the ability from the first soul collected to enter portals in order to find the other Foxy's and when it reached the end, the amount of souls collected turned him into Twisted Foxy
