I love how they basically telling everyone there are no special ways of choosing anyone and that it's a literally race and first come is to be chosen

There is actual evacuation scenarios in the SCP universe. One i know about is called Operation Lifeboat, talking about evacuating the human population from Earth. Its one of those intriguing things that spans multiple SCP accounts that you have to read through to find out more.

In this instance, project LIFEBOAT is primarily meant for SCP 6036, an end of the world class scenario SCP where a regulator for the universe is missing/destroyed, and so paranormal activity is rising as a result. So, they mention project LIFEBOAT as a contingency. However, that's all it says.

You find out more in SCP 5083, where you find it IS an evacuation attempt buildup in the works. In an O5 overseer ciuncil meeting, it states its meant to evacuate the dimension they're in to another due to 'fractures' in the universe, most likely due to the missing regulator or other paranormal activity. They mention due to budget and resource constraints, they can only evacuate 10% of humans, 15% if they put in full effort and monetary funds.
