I think Rikka fears Kotoko like Moriarty fears Sherlock Holmes. She is her nemesis. Kotoko has a very strong sense of justice and an inquisitive mind. Rikka is much more grey in her morality and I think fears Kotoko's mind piercing through her carefully constructed plans like a beam of light through the fog.
