After learning this in my Computer Science 3-4 class I thought a tutorial would help clear things up. I had trouble finding the right tutorial and I hope this one helps.

Thanks for getting me in the right direction but you the bias is 127 and the notation you started with is the bit representation. The 1 is added in and remains a 1 into decimal notation. The decimals in the decimal notation is a result of the mantissa alone with out the extra 1.

According to my textbook, you have to add the bias of 127, not 128 as you indicated

The answer is wrong, 11001001 01110000 converted to decimal is -983040

What you actually converted was 11001000 01110000 which becomes -245760 in decimal. The difference is in the 8th bit.

at frame 3:18 you shouldnt be adding the .0625. You should only be using the other 3 which add up to .875 not .9375 Also for the exponent it should be 146 -127 = 19. Ultimatly you get -983040 for answer.
