Yes, this is a good move. Better and new roads for the interior villages which have to make do with muddy soil roads each rainy season. Local solution for local problem is the way to go.

They've been doing this in the UK for many years, not a good idea, it causes major respiratory problems

There are many project now to utilize waste as energy in Indonesia for example waste to alternatif fuel (RDF) in Cilacap (SBI Cement Plant) and also Nambo Project ( Indocement ), 12 projects of power generation from plastic waste in several city, with Surabaya city as the first city will operate 12 MW power plant (PLTSa Benowo) from 1000 ton/day of plastic waste.

Every developing country face those problems when all of the sudden more goods were produced and consumed but there is no infrastructure for the waste and no awareness by the citizen. This must develop first and might take a decade.
