If I wanted to add these outside (with/out petals) what coating would you suggest?

Okay these are really very nice, but in my opinion way too fiddly. Save yourself a lot of time, use pre made eyeballs from the dollar store, you can frou frou, them as you wish.
Use crepe paper instead of fabric, it's already colored, a little ink, watercolor, or marker to add a darker color.
There are plenty of templates for roses just trace one and cut all your petals. You can cut several petals at the same time.
Fitting the petals to the eyeballs is as easy as cupping and curling the paper. Less cutting to make them fit.
The idea of the project is still exactly the same. And with care will last just as long as the cloth version.
