how to multiply by a negative power of ten

So you say a power of ten is a number that starts with a 1 and ends with a 0.. or a bunch of 0s... Yeah, how about "174000" - according to your definition that's a power of 10! Since it starts with a 1 and ends with a bunch of 0s... This is math, be specific.. A number which starts with 1 and is following by any number of 0 (and nothing else)... :) I had to argue this with my son, since he was following your definition and mis classifying numbers as powers of 10 when they weren't in fact powers of ten :)
