No doubt it’s the lack of a developed and maintained modern, multi-mode transport infrastructure is the biggest barrier to cross continental transport. Good intentions are great on paper, but the real work will be in building the means and enabling the potential of trade. That will take a few decades to establish. If they (African states) can do to the roads the same as what happened with the phone system (leap frog straight to mobiles instead of land lines).
They can take advantage of solar and wind generation & stored energy and power their transport with integrated electrical infrastructure fit for the 21st Century.
