i wonder if it is related to Donald Duck losing his 'sailor scarf' and it changing to a bow-tie....

Donald had a sailor scarf (aka neckerchief) because that's what sailor's wear, mostly as a 'sweat rag' and to also help their necks from rubbing against their uniforms as much and a bit of help in the cold/air... If you ask an A.I. 'do sailors wear scarves or bowties?' it will say that a bowtie isn't even related to sailors (paraphrased) lol

Nice catch by Jill! The white just looks wrong, I guess the people at Pillsbury Doughboy have decided he looks much better in a blue scarf. I wonder if going forward he'll always have the blue scarf now?
