They both sat on the track because they were really good friends. Tom (the cat) always tried to chase Jerry because he was afraid he’d get kicked out. Jerry played along. It’s a really sad history

Tom and Jerry were friends. In the final episode Tom basically signs his life away to try to win over a gold digging girl but she married the rich guy instead. Jerry is initially looking down at Tom from above the train tracks as he had to watch his friend’s life spiral. Jerry then sees his gold digging girlfriend in a car with another mouse with a “just married” sign. so Jerry then joins his friend and well.
