My brother is a student, he will either have to spend over a hundred euros a month on PCR tests in order to be allowed to attend the lectures and participate in curriculum activities, which he as a student can not afford to miss, or he would have to quit his studies, which is obviously inacceptable for his future.

So yes, vaccines are being forced upon the citizen, basically by economic sanctions on the individual level. "Either vaccinate yourself or pay money that you don't have."
