Hosni Mubarak had to wage a serious war to drive out groups like Al-Jamāʻah al-islāmīyah in the 80s and 90s. There is no way Al-Sisi would let in Gazans and take his country back to the old days. Besides, no one wants Hamas terrorists sneaking to Egypt under the guise of refugees (a trojan horse).
