There is absolutely no reason for an agency that has been around for as long as the DMV has been to be this inefficient

Last year when I went to my local DMV the manager informed all of us waiting that most of us probably wouldn't get served today and made it very clear our service number would NOT be any good tomorrow. HE SUGGESTED WE GO SOMEWHERE ELSE, which means to him there wouldn't be a problem if so many people would QUIT bothering him for things like licenses and IDs.
