does .env file initialiazed by default ? i have trouble connecting with cloud postgre db which i already tested connection using dbeaver and was connecting fine when i run vania migrate it says A database must be specified.

I am using postgres and i have everything set up correctly but when i run migrations, tables are not being created and again when i run vania make:migration create_posts_table this command runs but the migraation is not created. When i repeat the same command i get a warning that it exists.
