There's a time and place for deadlifting with both a bounce and a dead stop. The bounce or "touch and go" allows for a stretch-reflex of the hamstrings which will allow you to complete more reps, faster.
While the dead stop will allow you to readjust the bar position along with gaining starting strength at the bottom of deadlift position.
