As a Dutch person, I can say that our king (Willem-Alexander) is entirely ceremonial, and that our prime minister (Mark Rutte) is the ‘true’ leader.

In the ones where it's been suspended, the government is basically a military junta. Myanmar has suspended its constitution in favor of martial law for the time being. The military is back to running the country by itself.

Please don't ignore the swiss system. It's pretty unique and perfectly set up to deal with diverse countries.

And I would say, many countries would benefit a lot if they adopted the swiss system.

It has a top level government of 7 ministers, all with the same rights. And are chosen by the parliament. They always come from all the largest parties, to ensure that the executive is always representing most of the population.

It is a very slow, but also very stable system.

PS: Switzerland also have direct public referendums and initiatives, where they can actually vote on important stuff regularly.

The kingdom of the Netherlands is still a full monarchy. The king is still head of state with full veto power. He's just afraid to use it, as he'll be overthrown if he does.
