The modern look plays into the themes of tradition versus modernity that’s so prevalent in Kanto and Johto. Even Ho-Oh represents a more archaic and classical view of a god versus Lugia looking like an Apple product (in the best way possible).

Because of the second movie (which is my all time favorite) I've always associated Lugia with whales because of the sound that they make under the ocean on that movie, it feels really ominous, ancient and beautiful

Something that really sells the design for me is the Soulsilver title screen, where you see lugia swiftly gliding over the bottom of the sea, leaving a trails of moving sand through sheer speed
Just overall great way of showing how it usually moves around

The Lugia movie made me fall in love with Lugia. So much nostalgia and sweetness

Lugia will forever be one of my favorites because of Pokémon 2000 and Lugia's song. It's so iconic, and I still think about it now in my late 20s.
