That door is not for flooding, but it's on a ferry where they have 2 floors for cars, the upper one just has a function to be lifted even higher, perhaps if the 2nd floor is not in use, or to create space for larger vehicles like trucks

The thing with the high-up door on the wall was probably because there was another floor, but it had to be taken down. They just didn't get rid of the door. That happened in a building in my town in Vermont.
