How to make it appear on the user contributed library tab?

I have a footprint symbol of 12 pads of 0.3mm width each one, plus a space between pads of 0.2mm. given a total of 0.5mm of space between pads. I don't find problem drawing my symbol, but, I will be able to order a pcb with 0.2 pads separation. I don't find limitation of prints pad to pad. Trying to create custom foot print for a USB Type C male that the manufacturer did not provided the library or model.

As one that's been designing PCB's with another product for 30+ years, one has to ask why in the world can't one cannot select a standard package from a library, e.g. TO22-1, DIP-8, SOIC, etc. rather than create it from scratch? Ot maybe there is and I don't know how yet....Please refer me to where this library exists. I've watched a few videos now and all I see are descriptions of designing a custom symbol that turns out to be not custom but rather the industry standard footprint used for many devices.

Cool... how about EasyEDA Pro. That program is a mishmash of commands... nothing, no commands are available, nothing can be found, and after creating schematic and footprint none of them can be found anywhere... not even the atributes tab
