Genuine question,
If the book of Hebrews is an epistle written to unregenerate hebrews, urging them to come to faith in Christ, then why does the author address them as a local assembly in chapter 13 consisting of bishops and elders (13:7/17), of which are new covenant offices functioning within a church, of whom were in personal fellowship with Timothy? Also, some within this assembly were acquainted with people whom were in bonds, presumably due to the gospel, in respect of which they are reminded to support (13:2/16)? And Hebrews 3:21 explicitly manifests that the audience is regenerate with its simple reading?
Advancing from the question to further dialogue in respect to the displayed hermeneutic on your regard, I find multiple statements within chapter 13 alone are indicative of a local assembly of a regenerate spirit, and not a collective Jewish audience which has yet to come to faith in Christ. Not to mention the title they are pronunciated with as “holy brethren” who have the apostle of their profession as Jesus Christ. Whilst I found your interpretation satisfactory within a framework of taking verses 3:6-14 in isolation, I don't see it as completely sound within the surrounding context of the remaining epistle. I personally believe that it requires a superfluouisity of eisegeting the text to arrive to such a hermeneutic for the warning passages in Hebrews.
Also, therein lies a deprivation of logistic sense for a christian to write an epistle to a sect of unbelievers urging them to believe. Without saying, I mention this not as a dative case of means to discredit faith alone salvation and eternal security, rather I think classical free grace interpretations of Hebrews are more sound contextually due to such holes within such aforementioned hermeneutic for this epistle.
