It's safe to say that android 17 was still training after T.O.P. Concidering that super hero movie is 3-5 years after T.O.P. I think 17 and Orange piccolo would be hell of a match

Piccolo in T.O.P. is stronger than 17. 17 is not even as motivated to get stronger as any of the Z fighter because he only cared about protecting nature. He did get stronger since there are cell jrs. messing in the wild life and they became his pets. Also, 17's just good in utilizing his android body since he is almost tireless so he'll have endurance. But T.O.P. Piccolo is atleast on Cell's level after all the training he did. And of course orange piccolo is much stronger.
