I'm Lao and I saw a lot of people were confused about that part... Lao and Vietnam are close allies, neighbors, they give help to each other. The song is Lao's national anthem. The mountain is exploding with the Hmong people who live there in Lao and started attacking in the war... So, Lao was under fire of Hmong backed by the U.S. in the Vietnam War, where both Lao ("neutral") and Vietnam (armed) were both being heavily attacked. That's why Lao was screaming. I hope that was right.
