Remember, it took Goku plot armor and ultra instinct ( a technique/ transformation that anyone can learn if trained by the angels) and Jiren riveled that with his own strengthen no transformation or technique ( let that sink in). Now, imagine a Jiren with ultra instinct. That is part of why he is that mortal, for reaching a level of power that no one else can reach just by strength alone,
