Nice! This is the in-universe explanation. Also, one other reason (the out-of-universe one) for the SSJ3 transformation being so long is to entertain the watchers. It is Goku showing his newest transformation for the first time. They did the same thing with Future Trunks transforming against Frieza so lengthy and Goku transforming against Cooler in that movie lengthy.
