How do law enforcement agencies get the IP addresses of bitcoin transactions? Do they have to active store these trasactions? Can we get the IP addresses of bitcoin transactions that happend in the past?

(Mind you that all they have to do is go to a decentralized dex and change it for XMR. Sadly rhis is why XMR is in danger of being criminalized).
