When China refused to sanction Russia, US would send its lawmakers to Taiwan (in order to provoke China) .... and,
likewise, when India refused to sanction Russia, US would send its lawmakers to PoK (in order to provoke India).
This is the so-called " strategic ambiguity" that US will adopt to interfere on foreign policies of any country (that don't kowtow to America's authoritarian democracy).
