Something seems off! When you are asked these questions, instead of jumping into a framework you should be asking questions to the interviewer. Why it wants to enter certain market? Increase market share, enter new business vertical? Etc.
You are given a very ambiguous question, hence the first step should be to ask questions to reduce the ambiguity.

If the question is vague like 'should google enter the healthcare industry?' is it ok to select a specific segment of healthcare industry like New drugs invention or personal healthcare and then do a 5C analysis?
