Obviously, the title is clickbait. This user clearly used Union Circle. The REAL only other way to get Palafin is to get one in a Tera Raid that spawns randomly, and I've seen one in a 5 Star Tera Raid, and I believe they can spawn in a 6 Star Tera Raid too.
