So it will be a vector space as it satisfy all conditions

In the question at 19:22 I think cv+dw won't generate the complete plane, rather lines parallel to Y axis, because as c is non-negative integer, the x component of cv vector can only be integers and as no x component is added by dw, hence any combination of cv and dw can only generate lines parallel to Y axis, and not the whole first and fourth quadrant.
