Let's just completely ignore the elephant in the room. Expanding highways over poor communities is not the answer to solving traffic problems. We need Metrorail/Metromover expansion. This colossal waste of tax money was only meant to go into the pockets of developers/engineer firms. If you wanted to improve on the highway system the least these FDOT government officials can do is make I-395 a loop system overtaking the dreaded tollway Palmetto Expressway/Dolphin Expressway complex. Stop tolling motorists just so you can build your useless junk. Way to go Florida and Miami. What a perpetual circus.
