The biomass in the inside container turns to charcoal because it's not exposed to oxygen so it cant burn.The protection from open flame is not the reason.
The water and other volatile substances are cooked off, leavung carbon.
It's best to close the container except for a small hole for gases to escape.

I prefer woodchips to fill the bottom of my garden beds. I feel they do a bit better if I ever have to move the beds and breakdown differently than whole logs

Need a little native soil in with the logs. Help the worms to enter and all that organic matter your beds will be dropping many inches as it breaks down. Don’t be scared to use native soil and not just compost

Logs suck out a ton of nitrogen. Good mixture. But the logs on the bottom have been known to cause nitrogen fixing issues

Where I live it'd be harder and more expensive to fill with old logs than it would with soil. This idea is great just not ideal for my location. Trees are scarce in this desert landscape

I have raised garden beds at home. Do you think it would beneficial to dump my grass clippings on top for mulching/nutrients? Or will that much grass throw off the soil balance?

You gotta keep feeding nitrogen (grass clippings, vegetable kitchen scraps, Manure) otherwise the carbon will rob nitrogen from your plants and they will do poorly.

Also, Logs take YEARS to breakdown. Even decades. I would fill with twigs no more than 2" thick..

Would the inner drum be more efficient and hotter if the bottom and sides was lined with a thin layer of clay?

Clay disperses heat farther with infrared rays.

Seems kind of a waste to even let the fuel in the biochar kiln turn to ash when, with a simple modification, you could turn that barrel into a retort and also pyrolyze the fuel into additional biochar.
