Regarding your question in 26:04 timestamp, the python range function supports three arguments, start value, end value and step count. The first argument shows "len(pBinary) - 1" which is the starting value, and the second argument is -1 as the range function should end counting when it reaches -1. Usually, range function don't start with a big value and ends with a small value, as it's counter keeps incrementing by 1, so the third argument is -1 to explicitly tell the range function to decrement it's internal counter by 1. This is actually how range function in this scenario works.

It's looping in reverse index order - probably 3 times - once each time.

I'm new to it, if it makes sense to you. I get confused here (mixing binary and decimal) but you have the highest number 170 which is 3 digits.
