The biggest issue is that a $250 Million fine is pocket change for them. There needs to be serious consequences, or else it will never change. And also where does the money feom fines goes to?

"The love of (BTW, folks get that verse wrong a lot and say, "money is root of all kinds of evil"; it's the LOVE of money which means the poor man in the alley who threatens you with a knife for your wallet is just as evil as the immoral banker or the Madoffs of the world. Money itself is nothing but a medium of exchange and can be used for good (just look at the millions that people freely donate to charities each year) or evil.
