Also on top of this one can put a shrink tube to give it a little better finish

No it is not the proper way to do.
Most chargers are made with replaceable cable. In that case you buy NEW cable and reinforce it in advance at cell phone side with heat shrink sleeve, one or several of them.
In the other case it is proper to buy new charger and reinforce it in the same way.
