MW3 Closer look at 'Stranger' from Post-Credits Scene

I received a lot of requests to make a video in which I would use "noclip" command to get a closer look at who this actually was. As I mentioned earlier in the comments, "shadowman" aka "ominous stranger" uses Federal Guard Service (FSO) guy model, so it's a reuse (placeholder: "head_fso_d" as head and "body_fso_suit_a" as body). You may also notice that in the release version of MW3 ('Persona Non Grata' mission), developers still use Kamarov model as a placeholder for Yuri, so the model chosen for "shadowman" is not an exceptional case.

Personally, I think it was "inside man" from the president's plane or the yet-to-be-invented villain for MW4/Ghosts.

P.S. It is highly unlikely that it was Yuri simply because he got shot in the head by Makarov earlier this level.

Considering how the ending was never meant to make it to the release version of the game, its probably just a placeholder model

My best guess for who this shadow man figure is that it's probably Makarov's successor or someone who aided him in the shadows. Maybe the reason why he just looks and leaves soon after is that he knows what to do next after seeing Makarov's swinging corpse and not even bother checking on Price because he either doesn't care/knows that Price is close to death's door or he wants to test the Captain's luck for another day.

He looks like Victor Ramos from Ghosts my theory is Victor was gonna be the villain for MW4 or Ghosts but was replaced with Rorke but they still decided to use him as a side villain

I have a crackpot theory.
This is a teaser for Roman Barkov.

After the death of Makarov, Russian agents storm the hotel and a FSO Agent walks in, inspects the scene and walks off to report.

Mabye General Barkov was ment to be a MW4 antagonist, the ultra nationalist ocastrator / mastermind who supplied him, and following new characters or mainly US Solders after 141 was wiped, hunting him down to put a end to the war, but wanted to end the series here.
He was later was used and redesigned for the reboot.

You know what its a crazy theory, but this might be a placeholder villain for MW4 if it happened for them to turn the narrative back to Americans being the bad guys.
You know like in MW1 it was Zakhaev which was Russia, then MW2 it was Shephard which was America, then we end here with Makarov which is Russia. So whoever this is, is what meant to be an antagonist who was meant to profit with the whole scenario, maybe set up a US invasion of Russia or something.
Because after all, remember Makarov's quote "It doesn't take the most powerful nations on Earth to create the next global conflict. Just the will of a single man."
So Whoever this is, was meant to be the next big bad. Maybe who knows MW4 we never had might've had Nikolai as the protagonist!

well guys the shadowman is Joseph Allen as you can see he has the same outfit as misson remember no russian if you look closely and he had Intelligence headset ( CIA) soo when makarov shoot him down to send the msg he didn't died soo he comes for revenge

I think what i can say here is that after sirens the guy investigates the scene and check what happen and that's it, Price dies in this cut version.

I check the FSO and inner circle models it's not the same except those in the table with the russian president during the trip on the plane, reunion scene. Maybe he was ordered to check if Makarov died and saw Price bleeding so he just watched and went out (like when u see a characters bleeding and u can't save him).

What if the FSO was hunting Makarov too but Price gets to him first. FSO arrived late and as they saw Makarov was dead they just walked away.
