I recently had disagreement with a man while fishing in a boat. He claimed that the private property in this case land was prtotected by Homeland Security. In talking to Sheriffs and local police they were not aware of this land being under Homeland Security. So my education is that you can say something is under Homeland Security and it is

HOMELAND SECURITY
You must first ask yourself whose “homeland” is being referenced?

Who's homeland is the Department of Homeland Security protecting? what are the limits of its jurisdiction? these questions are answered in the pages of the U.S. Code if only you will take the time to read what the CODE says.

For those who don't have a clue of what “homeland “ means or how it is defined in the US Code see the definitions in Homeland Security Title 6 United States code @ section 101 (1), (17), and (19).

(1) Each of the terms “American homeland” and “homeland” means the United States.
[The term “homeland” only refers to the corporate United States government and its territories, and does not apply to the states in Union as clearly shown below, the term “homeland” as used in the USC does not apply to the 48 contiguous states of the American Union, STATES IN UNION ARE NOT THE HOMELAND.]

[see #19 below: The below named states/territories of the United States are the only places on Planet Earth where the term “homeland” applies when used in federal law, you will notice that not one state of the American Union are listed or named, only the federal territories are named where the term homeland applies.]

(19)(A) The term “United States”, when used in a geographic sense, means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, any possession of the United States,  and any waters within the jurisdiction of the United States.
(B) Nothing in this paragraph or any other provision of this chapter shall be construed to modify the definition of “United States” for the purposes of the Immigration and Nationality Act [8 U.S.C. 1101 et seq.] or any other immigration or nationality law.

[The jurisdiction of “homeland security “ is limited to the federal “homeland” which includes only the states listed and identified by name in Title 6 USC. (17) and (19)] the term “state” is in reference only to the federal states/territories listed.

(17) The term “State” means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any possession of the United States.
