if you could not find the package in nuget package manage in VS, search google for "Microsoft RDLC Report Designer" and hit the nuget or VS marketplace website and download the package manually, you'll an installer for that .. Also you need to install "Microsoft.Report.Viewer" package ++ "Microsoft.SqlServer.Types" package as well !

I’m having an issue creating an RDLC report in VS 2019 after I download the nugget package I try to drag and drop the report tool on the form and it doesn’t show the report with the print button and the download button etc. Instead the tool goes to the bottom of the form just like the timer tool goes to the bottom of the form and doesn’t show on the form can this be a glitch on VS 2019?

This no longer works with the current version of ReportViewer control. Adding the control to the form does not produce an error, but it's not added to the controls and can't be designed. I have reported this to Microsoft, but so far they replied that this unimportant issue and they will close it without fixing. If this is important for you, please go and add your vote:

Another important issue to note: if you have installed also Microsoft RDLC Report designer, a downloadable package, keep in mind that it has already installed reportviewer in Visual Studio. However, it's missing . If you only need reportviewer for the web projects, you may not need nuget package.

Disappointed - I was finding this really helpful until min 3:19 at which time two unmovable ads for two of your other videos blocked what you are showing :( I figured out that the first part hidden is that you are choosing which report in the Report Viewer Tasks but not what you do next and there is no verbal instruction at this point.
