Go advanced graphics and put the GPU memory budget all the way up. Also if your GPU is in low usage no matter what, it can also be because your CPU is bottleneckinc your GPU if it's not powerful enough

i have the same problem. i have a 1660 super ryzen 5 2600 16gb 3000 mhz. i don't have render resolution as an option so i used frame scaling, it bumped up the percentage a bit but i still get fps drops under 60

I suspect it is because my Ram memory usage... Even though i have 16gb but it runs at 90% (with fiveM using 50%). - CPU 5600x / 4070ti / 16gb.

While Playing Fivem FPS Higly Depends on the Server, of course Online Games with big maps and lot of people need a better CPU "Warzone 2 for example" so yes changing CPU is a good thing but keep in mind that Servers have very different configuration and it affects a lot on your FPS.
