All my shorts have custom thumbnails... it's not that hard, just takes a bit more effort. Just end your video with the thumbnail, upload it on your phone, choose the last frame of the video as your thumbnail, plan the video. Now go to the youtube studio on your computer, edit the video, remove the end of the video, where the thumbnail is. Done. You have a short with a custom thumbnail.

May I give my opinion.
Thumbnails don't really matter,
What matters is viewer's engagement from higher retention ( preferably above 90%)
That's really what makes a short

It still doesn’t answer the question about why he gets custom thumbnails while no one else does. That as well as how poorly YouTube has handled instances of misuse of audience such as Sssniperwolf, censorship of politically controversial content, and YouTubes increasingly money hungry mindset with the changes made to ad sense and ads in 2019 and 2023, and the forcing of YouTube shorts down our throats, really makes me think maybe they don’t have the best interest in creators. They just see us as workers who make the bigger corporation money. That is just my mini theory though…
