And yet with all the science on this issue why are crawl spaces still built with open ventilation, why has the code not being changed?

We have a crawl space beneath our 1500sft brick home, with small vents all around the crawl space. We put monitors inside/outside the home, as well as in the crawl space. With these readings, will a vapor barrier help:
Outdoor: 65%, 88 degrees
Crawl Space: 89%, 77 degrees
Indoor:55%, 74 degrees
