The fountain is in Brno, Czechia, and can create a lot of different effects. In this video, it displays time in both digital and analog formats as well as week (38th week), date (September 20), day of the week (Úterý - Tuesday) and year (2022)

Edit: It also displays the day of the week, both in English and German as well as the day of the year (263).

Idk where exactly, but this fountain is located in Czech Republic (since the message was in Czech)
And yes, I'm from Czechia and I will update my comment when I find what is the location of the fountain.
