My question is why when using a NVT; a fluke LVD2, anywhere on the garage wall between interior house wall it lights blue like it’s detecting low voltage everywhere on wall. I was thinking my dad may have spiked a wire when he put up shelves on that wall

here in the Philippines we have 220 voltage supply.
and some of our appliances operate at around 220 to 240 voltage and there are times that this supplied voltage to our home drops at around 207 to 218 voltage.
my question is it still safe for my appliances to operate around this 207 to 218 voltage even though our appliances rated operation is 220 to 240 voltage?

My electricfan fluctuates almost every time, and also when my computer is on and i turned off the fan, my pc monitor turns off for like 5 seconds and then will be back again. Is this a sign of low voltage?
