s>-2 (from the start) means s+2>0. And if b goes to positive infinity then it, too, must be positive. so (s+2)b > 0 because a positive times a positive is positive. Now, the exponent at 05:25 is -(s+2)b <0. Now, what happens to a decaying exponential function as we move from right to it must go to zero.
