Can ordinary Pinoys invest money in the IRR Fund? If yes, what is the estimated or expected annual dividend for individual investments?

Hindi talaga applicable na ang Govt fund ay. manage ng isang ahensya/talagang mawaldas yan/dapat talaga separate/dahil paiba iba ang Administrasyon posibleng mag change personell at sistema/sa ganitong paraan mauubu ng maaubus ang cavan ng bayan/pero lifetime naman ang kayod ng mga taxpayers at walang katapusan mga utang sa ibang bansa Kaya hindi halata at hindi. masakit sa mga buaya

Obviously railroaded, IRR was prepared even before. Anyways hope this benefits the taxpayers, he seems quite sure of his plan. Moreover, if 10% is not met? Who would be answerable? What will be his accountability? It's just ironic too where did 13T debt supposedly investment that tax payers has to pay for went then? Hope AnC can tackle these issues, taking note covid issues won't reach 13T, and vaccines are mostly donated, even excess in fact. Just a suggestion.
