Its because of his speed and the minions he spawn, you know creator is the major boss with the highest speed and he can spawn developer enemies and they have 30, 000+ health and they also walk fast too so thats why creator is really a tough enemy

I feel like every boss after jack would’ve died faster but the round 30+ mobs were blocking shots

Fact: Having a range of starter units like demoman, paintballer(yes), scout and include some units like ranger and mini were able to instantly kill fallen king when he spawned but this was back in 2019
